TB HIV Care Provincial Advisor: Laboratory and Blood Services

Purpose of the position:

The Provincial Advisor role focuses on Laboratory and Blood Services support at a provincial level within the Eastern Cape Department of Health. You will provide technical assistance to improve the provincial management of the Laboratory and Blood services components and ensure  coordinated transition of duties to the Department of Health. You will integrate laboratory and blood services into Operation Phuthuma and Provincial implementation plan (PIP) activities, in alignment with Departmental guidelines and Ideal Clinic/Hospital frameworks

Minimum Requirements

  • Grade 12 certificate
  • Diploma in medical technology or higher qualification (Preferred)
  • Tertiary qualification/degree in Health Sciences (post-grad qualification an advantage)
  • Minimum 5 years’ experience within the Public Health Sector and laboratory service delivery model
  • Experience in a management position, managing complex programmes in the public health sector
  • Proven insights into Viral Load Coverage and HIV Quality Assurance issues will be an advantage
  • Ability to interact constructively in a diverse cultural and ethnic environment
  • Proven ability to build and maintain relationships with diverse stakeholders in the public, private and NGO sectors
  • Able to communicate in English and another African language
  • Valid driver’s licence and be willing to travel
  • Clear criminal record
Duties and Responsibilities

  • The Provincial advisor will work in close collaboration with HIV and TB (HAST Directorate), as well as the Clinical Support Services unit managers at provincial to district levels
  • Guide and coordinate the laboratory and blood services unit(s) across provincial to district DoH
  • Develop action plans to implement and support the prioritization of laboratory/blood service activities
  • Act as ECDoH as liaison for South African National Blood Services (SANBS) and National Health Laboratory Services (NHLS), in the interest of strengthening relationships and synergy between parties.
  • Develop tools and support the monitoring of the implementation of the Service Levels agreements with NHLS and SANBS
  • Attend/provide proactive input into Operation Phuthuma and other relevant provincial meetings
  • In conjunction with relevant role players/unit(s) develop laboratory and blood services reporting indicators and progress dashboards and routinise progress reviews and reporting
  • Encourage the use of data, through mentorship, to provide focused support and interventions per district, partner or province.
  • Collaborate with RTC to identify laboratory and blood services training needs, based on clearly defined denominators and provide coordinated mentoring and supervision to relevant colleagues.
  • Through QI approaches, strengthen laboratory request systems and controls
  • Establish/strengthen Blood and Laboratory Users Committees across relevant hospitals to ensure full functionality
  • Contribute to efforts in reducing laboratory and blood service expenditure
